G.Dupont (2022-…)  – Diversifying economies in the GCC countries – Chaire Economie du Climat

CIFRE with Attali Associates

Abstract : The research focuses on the economic and geopolitical motives driving the member states of the Gulf Cooperation Council to diversify their primary energy sources by embarking on an energy transition process. More specifically, the threat of international financing drying up as a result of the global harmonization of ESG criteria will be particularly highlighted in this context. This thesis will look at ways of directing public funding more effectively towards these projects, from the allocation of assets already managed by sovereign wealth funds to debt issues dedicated to alternative energy projects by development banks and regional public institutions.

H. LE PICARD (2018-2023) – How Africa is Inventing Decentralized Electricity Networks An Original Analysis Based on Machine and Deep Learning

CIFRE with Institut Francais des Relations Internationales IFRI

Abstract : Sub-Saharan Africa’s electricity sectors are now embarking on a different development path to that taken by industrialized countries. In areas covered by the grid, faced with the weaknesses of centralized electricity sectors, individuals and businesses are tending to become independent of the central grid by investing in decentralized systems.
Using original Machine Learning methods to collect and analyze unpublished data, this thesis investigates the dynamics at work in sub-Saharan electricity sectors and the effects of the deployment of decentralized technologies on the organization of the region’s centralized networks. Using Deep Learning tools, this thesis analyzes several million satellite images, and shows that the deployment of decentralized solar technologies in major African cities is significant, and that these systems are adopted mainly by consumers belonging to the more affluent bangs of the population.
This thesis also uses Machine Learning algorithms to analyze an original database of several hundred thousand electricity consumption observations from grid-connected Nigerian companies using auxiliary generators in parallel. This analysis reveals that there are several types of usage behavior of these decentralized systems with respect to the grid. Finally, this thesis shows that these phenomena of consumer autonomy vis-à-vis the central grid are very likely to increase over the coming decades, and will significantly affect the development of the sector as a whole. The African continent is thus inventing the « decentralized power grid », with all its advantages and disadvantages.

C.MARIN (2009-2017) – National Oil Company strategies for security of supply in the BRIC countries (Brazil, Russia, India and China). Vertical integration and opportunity costs for joint ventures

PH D financed by BP France.

Current position : Energy consultant.

Abstract : The need for oil has generated dependence and fragility in both oil-consuming and oil-producing countries. This resource plays a strategic role in our society, particularly in transportation. The NOCs (national oil companies) are central players, pursuing not only their own objectives, but also the interests of the state. The so-called BRIC countries (Brazil, Russia, India and China) are economies with a significant influence on the energy market. We analyze two NOC behaviors to improve national energy security: vertical integration for consuming countries (India and China) and exploration by joint ventures in partnership with IOCs (private companies) for producers (Brazil and Russia). We use econometric methods to calculate the profitability of an exploration project. We estimate the opportunity cost of delayed production. The subject is relevant in a context of political instability in certain oil producers and a low crude price since mid-2014, forcing companies to review their strategies.

T.PHAM (2009- 2015 ) Market power in power markets

Current position : Assistant Professor in Economics Université Reims Champagne-Ardenne

Thesis financed by a research assistant position, Université Paris Dauphine-PSL.

Abstract : The last two centuries have seen an exceptional revolution in the organization of electricity markets worldwide. Traditionally organized around vertically integrated monopolies and subject to regulation, the electricity sector is undergoing a process of reform and is evolving towards a decentralized organization that favors market mechanisms. The transition from regulated tariffs to market prices, given the concentrated structures and particular characteristics of the electricity industry, increases the possibility that certain companies will be able to manipulate market prices by exercising their market power. Questions of « market power » in a given sector have been extensively studied in the Industrial Economics literature since the late 1970s, but theoretical and empirical studies of « market power in electricity markets » have only recently been developed. In this thesis, we attempt to conduct in-depth research into market power issues in European wholesale electricity markets. We conduct empirical studies in two of the largest European markets: France (on 2009-2012 data) and Germany (on 2011 data), using econometric methods and electricity market simulation models. The topic seems relevant in the current period of energy transition in Europe.
